- Sexual Harassment/Stalking/Predatory/Creepy behavior towards a member(s) of the community.
- No External Calls while in Roleplay (Ex. Discord/TS while on server.)
- Roleplay bleed:
- IC activities that bleed into OOC harassment.
- OOC feelings that corrupt the RP experience IC.

- Being toxic or breeding toxicity on any platform (incl. Twitch, Reddit, Discord, etc.) can have you removed from the community at any point in time.
SERVER RULES
- Roleplay over Gunplay (RP over Violence)
- You should always try to start storylines from every scenario.
- There must be legitimate interaction before attacking another player. This includes building up the scene to the shootout or fight.
- Using small talk to then attack players is an abuse of the rule.
- Killing someone ends roleplay - instead, try to hold them up, kidnap them, injure them, do something to create organic storylines for you and others around you.
- RDM: Random Death Match / Kill on Sight
- You cannot kill or injure someone without prior interaction. In addition, there must be a reason or motive behind your actions of wanting to hurt or attempt to murder.
- Killing “locals” (NPCs) is considered RDM. This is not GTA Online.
- VDM: Vehicle Death Match
- You cannot go around running people over with your car or any other vehicle.
- Similar to RDM, you must have some sort of interaction or motive to take such action.
- Powergaming: Exploiting/Forcing RP/Abusing game mechanics
- Abusing bugs/exploits in the game for your advantage, either financially or in a scenario to help you “win,” is unacceptable.
- We monitor the economy closely and have a zero-tolerance policy for exploits. If you find a bug/dupe/glitch/ or exploit, be a good community member and report it!
- Kidnapping: You may only kidnap one (1) on-duty police officer per scenario.
- On-Duty EMS may be kidnapped but you cannot use fake calls or injuring players to lure a member of EMS into a trap.
- Crimes:
- You cannot commit crimes 30 minutes before or 15 minutes after a restart!
- If you are engaged in an active police chase, you cannot drive to a garage to store your vehicle to escape or hide evidence.
- Pulling weapons when you are mid-animation / using another item.
Example: You cannot cancel animations such as selling drugs or mining to pull a weapon on other players.
- Hiding a firearm or weapon inside your pockets without a large duffle bag on your back is considered powergaming. If you do not have a large bag to “hide the weapon in'' you should have the weapon visibly shown on your back. (AR/SMG/SNIPER/LARGE MELEE)
- Using key bind emotes in a gunfight or any sort of interaction that involves combat is deemed powergaming.
Example: Using /e laydown or anything similar to dodge bullets. This is not the Matrix or a John Wick movie.)
- Metagaming: The abuse of outsourced information.
- Using out-of-character information from discord/streams/third-party calls is unacceptable and will not be tolerated. It is perfectly fine to sit inside other players' streams within the server - as long as you are there for the right reasons, which is to show support! If you are watching someone's stream and they are approaching the area you are in, it would be best to close or minimize it so that there is no temptation to metagame what is happening.
- Fear RP/NVL:
- You must value your life at all times! For example, if someone has a gun to your head, you should consider your actions heavily.
- You should be taking risks according to the situation you are involved in. Having superior numbers on the opposing party does not trigger automatic surrender.
- In a 2v1 or 3v1, the solo person may see the opportunity to act and get out of the scenario in a realistic manner.
NO HERO ROLEPLAY!
- Think about the consequences of your roleplay before making actions in character.
For example, pulling a gun may not be your best option if two people have guns pointed at your head. If you see someone get shot in the street, report it to the law; if you witnessed this in real life you would report it. If you hear gunshots, DO NOT run to them! There is a difference between simply holding your gun and pointing your gun at someone! If you are standing there not aiming your gun at someone and they take action against you, this is your fault for not keeping the threat active.
- Revenge Killing aka RK:
If you are killed in a roleplay scenario, you cannot respawn and come back to the same place to “revenge kill” the person or people that killed you. You must avoid interaction with the people that killed you and the area that you were killed in for at least 30 mins.
- Pregnancy RP
- Due to the political nature surrounding pregnancy and specifically abortions, we are requesting that this is not done on the server.
- New Life Rule - Respawning
If you take a local doctor aka “Respawn,” your memory of that scenario is wiped. You will not remember the events that led up to your death or the last 30 minutes prior to your death, whichever is longer. If you are downed, but still conscious you are allowed to speak and groan according to your injuries.
- Speaking while downed (Tier 2 Downed State)
- If you are unconscious, you cannot speak!
- You cannot remember anything you see or hear while you are unconscious.
- When you are revived/helped up, you cannot remember any of the interactions you had while “unconscious.”
- You may remember everything up until the point you lose consciousness only if EMS revives you or you are brought to an NPC doctor/grandma’s to be helped up.
- Being Revived:
- If you are downed in a player-to-player conflict, you cannot be taken to get medical help and brought back in the scenario to continue shooting/participating in the conflict. In the aftermath of conflict with other players, you may be revived by an NPC doctor in order to be slightly patched up or spoken to.
- If you are revived like this, the party that revived you can’t kill you again; they must let you walk away from the scenario. During this time, you should fear for your life; accordingly, you cannot pull your gun out and try to start shooting again. You are incapacitated.
- Fail RP:
- Fail RP is breaking character or doing unrealistic things while in-character.
- Running to gunshots or involving yourself in things that you otherwise should have no business being involved in.
- Giving famous character names for arrest records is FailRP.
- Baiting: Attention for illegitimate reasons
- Do not do things to get attention from the police that don't make sense or that wouldn’t happen in real life.
- Luring police away with fake crimes to kidnap/rob them is not allowed.
- You cannot injure or down a friend to bait doctors to kidnap/rob them.
- Vigilantism: Don’t be a hero
- Let the law do their job, do not bug police on active crime scenes.
- DO NOT insert yourself in LEO roleplay; if the police are in a shootout with criminals, there is no reason a bystanders should get involved.
- This includes bank heists, robberies, hostage situations, or any LEO x Crim conflict.
- Voice Identification: Masked players
Players may identify each other by voice at any time.
It is the responsibility of the player to disguise their voice if they do not want to be recognized.
- Medical Roleplay:
- You MUST make an effort to roleplay with medical personnel, they are not just a walking revive kit for you to abuse. Give the roleplay you want to get.
- If a medical professional is attempting to identify based on previous medical records and injuries and the /me “Inspects body for scars, previous injuries,” you may not lie about the characteristics of your body/scars.
- You may not lie in /do or /me during medical RP.
- Roleplay your injuries realistically. You cannot force injuries on players.
Example: If someone's head is blown off that doesn't mean that they actually lost their head and have to perma.
- Perma: Fully killing off your character.
- Permanent (Perma) death can never be forced on your character by any other party but yourself.
- If you do perma, the decision to do so is final and will not be reversed.
- Please consider all character deaths heavily before committing to it. If you do not have a “Last Will and Testament” made with a lawyer 2 weeks before you perma, your belongings will be burnt.
- No after-death items will be dealt with OOC.
- Diseases and other things in character that do not have a cure, will be treated as perma if you choose to have it.
- You are NOT to remember/know your perma’d character on your new character!
- Law & Law Corruption:
- Criminals should hold a realistic fear of Law Enforcement and the DOJ!
- Police are allowed to show force/use force as they see fit.
- Police are not allowed to keep/steal drugs or guns from the evidence lockers
- Police are not allowed to share police documents with criminals or the public. You MUST open a ticket and it must be approved by staff before Rping as a corrupt LEO.
- Due to their intrinsic position, Judges may not be corrupt.
- Doctor/EMS Corruption: Backroom/Outlaw Doctors
- You MUST make a ticket and be approved by staff for this!
- Fire/Arsonist Corruption:
- You MUST make a ticket and be approved by staff for this!
- Combat Logging: Quitting or escaping from the RP
- Quitting out of the game during active roleplay scenarios is not allowed.
- You may not take a local doctor (respawn) while in a scenario with other players unless you have not been interacted with for 20+ minutes. Just because you are “unconscious/downed” does not mean the scenario is over.
- Please respect the other people that are involved in the scenario.
- If you are in the backseat of a car, trunk or custody of a doctor, cop, player or in any sort of active scenario (medical/aftermath of a conflict.)
- Logging during medical RP because you don’t want to sit through it is not allowed.
- Communication: No Mic/Language barriers
- You must have a properly functioning microphone.
- This server is an English-speaking server, and you must speak English to play.
- You cannot speak other languages while in the server as staff may not understand the context of your words.
- If you have a medical issue that prevents you from speaking properly, or hinders the aforementioned rules, please open a ticket to discuss with staff, prior to submitting a whitelist application.
- Toxic Attitude: Hurt feelings
- Do not be toxic towards any other member of the community
- Do not send toxic DMs to other players if a roleplay scenario didn’t go your way
- You must be able to separate your in-character and out-of-character feelings!
- Items/Money: Sharing between characters
You are not allowed to swap/share items/money between your characters.
You are not allowed to write wills between your characters.
- Seeing the light
- This is a game mechanic term referencing respawning or re-entering the gameplay. Taking advantage of that mechanic in an RP setting to reduce the risk of getting caught is power gaming.
- If you are left dead somewhere and no interaction has been made with your character for 30 minutes you MUST respawn. You are not allowed to sit for more than 30 minutes and claim that someone magically found you after this time.
- Game Crashes - Disconnects/Head pops
- In the event that you happen to crash in the middle of a hostile/medical/ or police scenario, you are required to try and make all efforts to alert the other party or staff OOC to let them know of the situation and that you did not combat log or leave the situation on purpose.
- If you’re unable to return at that moment, you’re not free from the law when you return and should turn yourself in or expect to be apprehended on sight.
- GTA Online Driving
- Drive in a way that creates a serious roleplay environment. We understand that decisions are often made in the heat of the moment and we encourage creativity, but we do not want drivers to behave in a way that could be seen as not valuing your life (NVL). Furthermore, you should roleplay out your crashes.
Example: You just crashed your car during a chase, rather than continue to evade, you exit your vehicle and use /me and verbal ques to indicate you are hurt.
- Drive in a way that creates a serious roleplay environment. We understand that decisions are often made in the heat of the moment and we encourage creativity, but we do not want drivers to behave in a way that could be seen as not valuing your life (NVL). Furthermore, you should roleplay out your crashes.
- Helicopters & Airplanes
- While aircraft and helicopters are allowed on the server, they can be used for crime but they should be flown in a responsible manner.
- Loot Boxing
- Cops are not walking loot boxes; you are permitted to rob police if it fits a storyline / RP scenario.
- You are not allowed to constantly rob police for their guns or equipment. Rules on this will adjust as the server continues to grow.
- Carrying People / Piggyback
- Carrying players is only permitted if the player is knocked down or you are taking them hostage - when taking a player hostage in this method it must be done with 2 players.
- One player aiming a gun at the person and the other walking up to /carry at the appropriate time.
- Piggybacking should only be done with consent of the other player - abusing this will result in consequences.
- Bodycams
- In order for bodycam footage to be considered valid for evidence it must be from the angle the player is facing and you must be holding a phone, camera, or recording device in your hand with the exception of Law Enforcement having actual mounted bodycams.
- Emergency Services will also have dash cams that will follow the same rules as the Police Body Cam.
INTERACTION NUMBERS RULE

- Bank truck
- Art Gallery
- 8 Cops - 6 Crims
- Meth runs
- Crack runs

TORTURE RP - CONSENT
- Torture RP is allowed if both parties consent to it via /me
- Before torturing someone, you must do a /me to show that you are willing to cause permanent damage to their body. Ex. /me “Holds knife to eye.”
- Even if someone goes along with torture RP for a scenario/scene, it is their choice if they wish to RP the scars as permanent.
- Except in the case where limbs/or body parts were removed.
- You cannot torture someone and then kill them after. If you torture a person, you must let them live.
- Do not torture people if you are not willing to be tortured.
CRIMINAL ACTIVITIES
- Robbing Civilians:
- Robbing players when they are in any sort of menu is not allowed.
For example, you are not allowed to handcuff or rob someone while they are in a variety store, gun store, clothing store, or any type of in-game menu.
- Robbing players when they are in any sort of menu is not allowed.
- If you rob a player (Updated 9/24/23)
- You can only steal 2 weapons from another player's inventory (Visible or not)
- Weapons visible in vehicles/trunks are allowed to be stolen.
- You are not allowed to steal property keys. (This includes hotels, houses, and businesses)
- You may not force a player to remove anything (items/money) from their bank.
- You may not force a player to sell their vehicle to you. (New Rule)
- If you rob a player, you must give them a chance to recoup by not seeking out hostile roleplay (killing, robbing) with them for at least one hour.
- Robbing Stores/Banks - Mandatory cooldowns
- You are not allowed to chain rob stores/banks - it is unrealistic for you to hit banks or the same bank over and over constantly. Same for stores.
- There is a minimum cool down time of 1 hour on stores and 2 hours on banks.
- You are not allowed to rob the same bank twice in one storm (restart)
- You are not allowed to use friends or robbery participants as hostages.
- If you rob a store or bank, you must leave the area and may not return to the area it took place in for at least one hour.
- Hostages
- After you grab a hostage, you have 15 minutes to start the job you grabbed the hostage for. If you do not start the job within 15 minutes, you must let the player free if they request you do so.
- In any situation, hostages must consent to being held longer than 15 minutes.
- If you cuff / bag someone - please try to make sure you uncuff / unbag the person before leaving them alone.
GANG RESTRICTIONS
- War:
- You may not declare war on the Police or Doctors!
- You may not continually grief organizations or other gangs without eventually coming to war terms.
- When two gangs decide to go to war, there must be terms settled upon before the war or any ongoing conflict starts. Terms will be set and agreed upon by both parties on how the war will come to an end and what is on the line.
- Once both parties agree, they are to present the war terms to staff via a ticket so that staff is fully aware of how the war should start and finish.
- If a member is downed, they are out of the war until after the next storm(restart)
- If they are killed 3 times, they are out of the war.
- If a certain property or location on the map is overthrown in a certain time frame, the war ends.
- Gangs use bandanas/cuts/suit ties/colors to represent themselves. If your bandana gets snatched (x) number of times, then you are out of the war. No matter what the terms are, both parties must agree to them before the war begins.
- Outside players are not allowed to get involved in the war (This includes law and doctors unless requested)
- Once war rosters are submitted to staff, other gang members cannot sub in place of members of the submitted roster.
- Gang Fights:
- If two gangs are in active RP conflict and one party wants to make it hostile, it is the responsibility of the INITIATING GANG to make VERBAL contact during a storm period.
- Initiating gangs MUST wait for retaliation from the opposing party before hitting them again.
- After verbal initiation has been made during the first conflict, the gangs may continue to have hostile conflict over the course of the current storm period and may re-initiate using only VISUAL contact but must ensure they are within the line of sight and shouting distance of the opposite party.
- Gangs SHOULD wear their Whitelist designated colors during these conflicts to ensure visual contact can be confirmed. (And if not, you better hope you don’t RDM someone - confirm before you take shots!)
- Once a new storm period has started, the process of first-time VERBAL initiation must be repeated.
- If gang fights go on for a period of two weeks or more, it must come to war terms or a ceasefire must be enacted.
MEDICAL GUIDELINES FOR INJURED PLAYERS
Saying that you just ‘took it to the vest’ to avoid Medical RP will not be allowed. Do not deny our medical staff their RP. If you are injured by any means, there are three categories of severity that your OVERALL injury should adhere to: minor, major, and severe.
- Minor Injuries
- Best described as any wounds that are mostly superficial in their severity or do not require any type of invasive surgery from a medical professional and can be resolved with medical RP that only takes around 15 minutes to complete.
Examples: Light cuts, first-degree burns, bruises obtained by blunt force trauma, a minor concussion, or being shot/stabbed with no organ/artery damage in a non-critical location.
Recommended minimum recovery time: 1-3 in-game days.
- Best described as any wounds that are mostly superficial in their severity or do not require any type of invasive surgery from a medical professional and can be resolved with medical RP that only takes around 15 minutes to complete.
- Major Injuries
- Wounds that are not only more severe but require more in-depth and possibly invasive procedures by the medical professional treating you and can be resolved in RP that could possibly take longer than 15 minutes.
Examples: Damage to extremities via a car crash, falling from any height greater than 15 feet, second degree burns, a moderate concussion, or being shot/stabbed with organ/artery damage that does not result in a critical condition.
Recommended minimum recovery time: 3-5 in-game days.
- Wounds that are not only more severe but require more in-depth and possibly invasive procedures by the medical professional treating you and can be resolved in RP that could possibly take longer than 15 minutes.
- Severe Injuries
- Wounds that are of the highest severity and require the most in-depth roleplay medical professionals can offer with procedures that could last longer than 30 minutes and include repeated check-ups or aftercare by a doctor.
Examples: Broken bones, loss of limbs, major concussions with damage to any of the body’s functions, third-degree burns, being shot/stabbed with organ/arty damage that results in a critical condition, or any general brink of death moment.
Recommended minimum recovery time: 5-7 in-game days.
- Wounds that are of the highest severity and require the most in-depth roleplay medical professionals can offer with procedures that could last longer than 30 minutes and include repeated check-ups or aftercare by a doctor.
- Suicide RP
- This is a topic that is sensitive for a large number of people. As we know mental health is a very real and serious thing, playing it fast and loose just for the sake of RP should not be done and should be considered seriously before consideration.
- Perma Death by Lack of Response
- When sustaining an injury that would lead to a lack of pulse or unconsciousness, EMS will ensure to clearly annotate checks for signs of life.
- During the medical treatment, 2 attempts will be made that are clearly ‘Checks for signs of life’ or ‘Checks for vitals’ to give players the opportunity to respond on how they wish their injuries played out.
- If a negative response is given twice, a final RP prompt of ‘Checks one final time for vitals’, or something to that extent, will be made.
- If a clearly articulated answer as to sign of life is not given, the player’s character can be placed in the ICU “while in a coma” until it is confirmed that the player decides that they wish to perma that character.
